Mormon felt that it was a mockery before God to require the dead works of baptism for young children or the dead works of baptism for those who never heard the gospel and therefore knew nothing about the requirements of God's law. Mormon said that the cleansing power of the Atonement covers little children and those who never heard the gospel preached to them.
