Mormon has just denounced those who teach this false principle and contrasts them to himself. He personally is “filled with charity” while they are not (v. 14), because he understands God’s mercy to the unaccountable while they do not. By stating, “God is not a partial God, neither a changeable being,” Mormon reprises his argument from verse 12.
