This verse gives us the same “meet together oft” as the previous verse. Whether or not that means that each congregational meeting included the administration of the sacrament we cannot tell, but it clearly suggests that it may have been a weekly practice. The official presence of a priesthood office of priest suggests that they were the principle administrators of the sacrament, though clearly both the elders and priests could also administer the sacrament (Moroni 4:1).
