Redaction: Moroni is creating a literary formula for recording these liturgical acts and prayers. It consists of an introduction, a description of the act (including the language to be spoken), and a conclusion that recapitulates the meaning of the act. Verse 4 restates that Moroni is describing the ordination of priests and teachers, introduced in verse 1. His only departure from the information in the introduction is stating that these ordinations were done under the power of the Holy Ghost.
