The concluding sentence restates the ultimate authority for performing the action. Furthermore, it implicitly claims that the apostles continued to use this specific method of transmitting the Holy Ghost. Moroni records these instructions, not for historical reasons, but as a model. In fact, modern practice follows this format, although without the necessity of repeating the precise words. The wording will be an important part of the sacramental liturgy discussed in the commentary for Moroni 4.
