In the following two-year hiatus in hostilities, both Coriantumr and Gilead rebuild their armies. The political unrest, in other words, was not resolved by seizing the throne. Achieving that goal only furthers unrest for those who do not have it. Whatever the underlying causes of this war, they run deeper than simple control of the throne.
