With the rain will come a revival, and the symbolically the revival will bring in a new type of king. Heth has died during the famine (Ether 10:1), and so both the wicked king and the wicked conditions are gone. The curse of the land came through wickedness. Now it is broken through repentance, and turning again to the Lord.
