Here Moroni makes reference to the fact that God cannot be a vacillating, changing personality or he would lose the confidence of the vast legions of intelligences in the universe, and if he lost their support he would lose his power and cease to be God. We discussed this amazing doctrine in connection with the Atonement in Alma, chapter 34. Moroni says that when miracles cease among the people it is because of unbelief. Miracles are for believers, not doubters.
