Moroni wrote a powerful treatise in defense of a perfect and just God, a God of miracles (see also Moroni 7:35–37). God is unchanging; he is constant. Impartiality and fairness are possible because he is consistent. God’s constancy is also what makes justice possible. In fact, justice is one of his attributes.10 The plan of salvation, the gospel itself, is based on his constancy. Miracles are based on his unchanging nature and his omniscience, his knowledge of all things, all laws and their results, from beginning to end (2 Nephi 9:20). All things are present before him—past as well as future (Moses 1:6; D&C 130:7). What are miracles to us are to him simply a manifestation of the supremacy of higher law, which issues from him (D&C 88:41–42).

God always has been and always will be a God of miracles. Revelations, prophecies, healings, speaking in tongues, and interpretation of tongues are all miracles, and they are always part of the gospel of Jesus Christ. Note Moroni’s most compelling arguments in verses 17–20.
