Moroni apparently knew that one of the most disgraceful characteristics of the latter days would be the flood of atheism and disdain for a belief in Christ which would prevail upon the earth. So he addressees his last chapter to them.
Moroni thinks these non-believers need to be challenged. He continues in the same forceful spirit.
