Samuel explains that the Nephites have been privileged. They have seen miracles. Most recently Nephi performed a miracle of detection that was publicly attested. Samuel must have know of that event, and invokes it here. He publicly chides them for not believing, saying that had such things been manifest among the Lamanites that they would have believed. The Nephites, in the hardness of their hearts, ignore even miracles.
