Here the 1841 British edition omitted the relative pronoun that. It was restored in the subsequent LDS edition (1849). Either reading is, of course, theoretically possible. And in fact, the Book of Mormon has a contrastive pair where one instance has the relative pronoun that and the other does not:

For each case of “ the time”, the critical text will follow the earliest textual sources with respect to any following relative pronoun (or lack of one). Thus here in Helaman 14:20 the relative pronoun that will be maintained.

Summary: Maintain the relative pronoun that in “to the time that he shall rise again from the dead”, the reading in both 𝓟 and the 1830 edition.
