The Sealing Power of the Priesthood

Because of the righteousness and great faith of Nephi, the Lord promised him: "Behold, I give unto you power, that whatsoever ye shall seal on earth shall be sealed in heaven; and whatsoever ye shall loose on earth shall be loosed in heaven; and thus shall ye have power among this people." (Helaman 10:7.) This is the same sealing power of the priesthood that was later promised by the Savior to Peter on the eastern continent: "And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven." (Matthew 16:19.) This sealing power can be used not only to seal things on earth so they will be sealed in heaven (such as priesthood ordinances, marriages, etc.), but also actually to "seal the heavens" so it cannot rain. This power was used by Nephi during the drought mentioned in Helaman 11:4-17.
