Moroni softens his accusation of treason with the admittedly unlikely possibility that Pahoran is so well-protected in Zarahemla that he has selfishly ignores the fact that others are dying to preserve his security. Clearly this is not what Moroni thinks, but he is attempting to soften the accusation of treason while leaving it on the table.
