Moroni hypothesizes that the judges are withholding the military support that is their duty to provide based on the mistaken notion that Yahweh will protect them. While Moroni is himself a man of great faith, he understands that Yahweh still requires his people’s active participation. God may assist us, strengthen us, and preserve us at times, but he expects us to act in our own best interests. God works with us, not instead of us.
