Moroni was the chief captain of all of the Nephite armies (see Alma 43:16). He was directly responsible to Pahoran. Not knowing the cause of their being neglected, he extended his complaint to all those chosen as leaders of the people (vv. 1–2), as a careful reading of the text will show.
Another great characteristic of Captain Moroni is shown in his willingness to suffer (vv. 3–4), but he would not tolerate undeserved suffering upon those whom he was responsible to protect (v. 5).
