What is an embassy?

According to Noah Webster’s 1828 American Dictionary, an “embassy” is “the message or public function of an embassador … ; the charge or employment of a public minister, whether ambassador or envoy.” Apparently, Helaman sent a detailed message “concerning the affairs of [his] people” with an official envoy and waited for assistance.
