This was a bold proposal to make the exchange of prisoners conditional by requiring the Lamanites to surrender both a Nephite and his family for each Lamanite prisoner.
However, Moroni didn't want to leave any doubt in the minds of the Lamanites as to what would happen if they refused to accept this counter proposal.
