This is a time of tremendous building projects representing an emphasis on defense rather than simply responding to population pressures—a new development for the Nephites. These preparations for a long and difficult war require the reassignment of large numbers of people, since all of these fortifications and new cities are begun in the space of one year on Zarahemla’s various borders, including the northern border where there has been no threat up to this point.
