Because of the dislocations caused by the war, it is necessary to bring about a regulation in matters pertaining to the Church. The word of God must be refreshed in the minds and hearts of the people. Remember that in all situations the word of God has the power to bless and strengthen people—this is why we preach the word in all our meetings and gatherings.
