The voice of the people not only allows the Anti-Nephi-Lehies entrance but gives them a land of their own, providing evidence that the proclamation must have contained such a suggestion. Any mechanism for consulting the entire people could not have reached so definite a decision without some guidance. Even were it obvious that the Anti-Nephi-Lehies should be granted a land, the particular land must have otherwise generated a wide difference of opinion.
