The proclamation sent by the king is apparently the same one mentioned in Alma 22:27. The verses following that reference tells us where the proclamation was sent. The verses quoted above tells us what the proclamation said. The king was establishing freedom of religion in his land, just as his son King Lamoni had established it in the land of Ishmael (see Alma 21:21–23). What the head king established through this proclamation (Alma 23:3) were the purposes for which the sons of Mosiah had desired to go among the Lamanites, to “bring them to the knowledge of the Lord their God” (Mosiah 28:2). The accomplishments that followed provide another example of why the Lord inspired and prepared the way for his servants to work with the king first (see comments under Alma 20:21–27).
