It would appear that the queen is speaking in tongues. It is difficult to tell whether she is preaching in the language of God, the Adamic (see Moses 6:5-6), or simply speaking with the tongue of angels, that is, speaking the words of Christ by the power of the Holy Ghost (see 2 Nephi 32:2-3).
