It is amazing that the king would allow the hoodlums in his kingdom to scatter and steal his sheep and then punish his own servants as though it was all their fault. These verses indicate that a deep sense of guilt was creeping in on the king. He was anxious to talk to Ammon and was amazed to learn where he was and what he doing.
