Alma wanted the people to know that the voices of angels were abroad in the land. Both Alma and Amulek had been instructed by angels, and Alma said the angels have a message in "plain terms" that cannot be misunderstood. For those who repent there is "tidings of great joy," which means a glorious redemption through Jesus Christ.
