This phrase seems to refer to the emergence of a righteous element of the house of Israel, this in the midst of gross wickedness. One identifiable illustration of this would be the rising generation of Israel being allowed to enter Canaan after the forty-year sojourn in the wilderness and the death of the rebellious.
