“The Seers Hath He Covered Because of Your Iniquity”
There was no First Vision, no opening of the heavens, no beginning of a new and final dispensation until a faithful few on earth were ready for such a theophany. Seers are also revelators (see Mosiah 8:16) and thus require listening cars to whom they can make known that which they have seen and heard.
