Isaiah continues to place the blame for the actions of the people on their leaders, specifically the "ancient one" and the "prophet who tells lies." These leaders have failed in their responsibility to listen to the Lord, and have taught their apostasy from God to their people. Thus they are more to blame than the people who followed them.
The leaders make the great decisions, and the people will pay for them.
