It is important to remember that the reason the northern ten tribes and Syria had felt compelled to attack Judah was because she refused to join them in an organized offense against Assyria. They therefore attacked Judah to force the Jews to join them. But the Lord says in verse 9 that no alliances or combinations will save the smaller countries from the Assyrians. The Lord says their only hope is to stay with the Lord and follow his instructions.
