These two verses are acknowledged to be difficult. They seem to be a declaration against the countries coming upon Judah (“all ye of far countries”) that they also will be broken in pieces because God (Immanuel) is with Judah and will eventually deliver her from all her enemies. This seems acceptable, as God holds “the destinies of all the armies of the nations of the earth” (D&C 117:6). The last line of verse 9 is apparently repeated for emphasis.
