The people of Judah.

Shiloah was a spring, the clear, pure and clear water of which came slowly running from the mountain on which the temple of God had been erected. It was, therefore a striking symbol of the word of God and his government. Because the people of Judah were dissatisfied with this gentle rule, and preferred the domination of Rezin and Remaliah’s son—Syria and Ephraim.
