“The Waters of Shiloah”

Thus, the waters of Shiloah symbolize God, who provides for and protects Jerusalem. By refusing the waters of Shiloah, Judah refuses Yahweh’s protection, just as Ahaz refused to ask Yahweh for a sign of protection in chapter 17. Here the people of Judah follow their king’s lead, declining to trust Yahweh.
