The kings of Syria and of Northern Israel were invading Jerusalem because Judah would not join them in resisting the aggressions of Assyria (v. 1). Ahaz, king of Judah, sent messengers to the king of Assyria with a present to seek his help (see 2 Kings 16:5–18). Ahaz, along with his people, were afraid of the threatened conquest (v. 2).
