The message of hope pertains both to ancient Israelite days and to the latter days. The scattering and gathering were prophesied. The tree (Israel) still has potential to grow even when its leaves have fallen and are scattered. A tenth (a remnant) will return (see footnote b to Isaiah 6:13).
