Verses 24 and 25 both begin with “therefore,” a parallel that makes the two verses into a set. The allegory is followed by a more literal explanation for greater clarity of meaning. Yahweh will render righteous judgment against Israel, inflicting catastrophe upon them. The outstretched hand is a metaphor for action. In this case, the action is destructive to Israel.
