To "draw" is to pull towards oneself. The Lord is condemning Israel for their actions, and using the image of one drawing something of weight towards them. They draw the world with "ropes of vanity." Their vanity in the things of the world are such that they are pulling sin towards themselves, using rope against the weight of it.
