Out of Zion Shall Go Forth the Law, and the Word of the Lord from Jerusalem

These words from verse 3 celebrate the flow of divine blessings from the two priesthood centers of the Lord’s ministry (New Jerusalem and Old Jerusalem) on behalf of His sons and daughters in the latter days. Does this phrase from the writings of Isaiah represent a reinforcement of the same concept—expressed twice in different formulations for emphasis, or does it represent two related concepts (law and word), each with a separate meaning? Perhaps the following illustration will help to answer this question.
