No Kings Upon This Land

See 1 Sam. 9:17. Mosiah (29:13) explains that if it were possible to have kings always who would establish the laws of God and judge the people according to his commandments, there would be no objection to the title, as such, but (v. 16), "because all men are not just it is not expedient that ye should have a king or kings to rule over you." It is better to have officials that can be dismissed without revolutions.
