At the end of this magnificent declaration Jacob refers to those who are damned or held back because they failed to repent and take advantage of the gospel plan. They will pay for their sins to the uttermost farthing and then be assigned to one of the lower kingdoms. So even these that we have already mentioned are not completely lost to the Father.
