Jesus prays that the Spirit will accompany the twelve’s teachings and that they will have the power to confer that gift upon the believers. Of course, he has already ordained them with that power, so the prayer is his petition/blessing that they will correctly use that power and that those whom they teach will understand that it has been given to them. This is the public announcement of the private ordination.
