The most recent restating does not set up an obvious contrast between the rock-builders and the sand-builders. Nevertheless, it is clear that those who build upon a sandy foundation are the antithesis of those who build on rock. Apparently, since Jesus is simply reminding his hearers of the first, full statement, he does not repeat the full structure—just the premise that began the reference.
