Samuel invokes evidence that they must surely know. The Lamanites—those feared and hated Lamanites—have converted. Samuel knows that there are Nephites within the sound of his voice who have seen this change in the Lamanites, and he uses that knowledge to stress his point: the urgency of repentance.
