Samuel invokes evidence that they must surely know. The Lamanites, those feared and hated Lamanites, have become converted, and have changed their ways. Samuel knows that there are Nephites within the sound of his voice who have seen this change in the Lamanites, and he uses that knowledge to teach a point. The point, of course, will be the possibility of repentance.
