Moroni writes on behalf of Helaman but includes his own army’s suffering in his catalogue of complaints. The critical function of the heartland was to provision the army, and it was not fulfilling that function. Moroni terms this situation “neglect,” but he surely had a more sinister term in mind, since, by verse 18, he accuses Pahoran of treason in so many words.
