Mosiah now has a proposal to make to the people. He didn't think it was wise to tell them that his proposal had come directly from the Lord since there were strong dissident groups around the country and if Mosiah revealed where his plan originated there might have been an immediate uprising. He therefore decided to appeal to their reason so they would see the definite advantages of abandoning the appointment of kings and approve of this new system of electing judges to rule over them.
