“The King of the Lamanites Set Guards Round About the Land”

These verses describe the tribute arrangement, enforced by Lamanites “guards” left behind. However, the Lamanites have no interest in establishing their own rule. Limhi is allowed to govern his people with no implication of other political consequences or pressures.
